International discussions related to the Integrated Management of Chemicals has been showing remarkable evolution since the conclusion of the Chapter 19, Agenda 21 at the UN Conference on Environment and Development (UNCED) in 1992 and following the adoption of the International Strategy for Integrated Chemicals Management in 2006. It has generated not only a new law in Europe and a revision of TSCA in the US but also construction of new systems at a rapid rate in the developing countries. In Japan, the Act for Evaluation and Regulation of Chemical Substance was revised last year. However, loss of its touch to the international tide is hideously expanding and can lead to be a great remorse for the future from the point of view of risk management and from the point of view of industrial competitiveness. While verifying the primary factor which invited such situation we will also examine our future issues.
